1. Background checks focus on the applicant – not their family.
• Hong Kong civil service recruitment evaluates the applicant’s own criminal record, qualifications, conduct, and loyalty to the HKSAR.
• Having a parent with a criminal record does not disqualify you by default.
2. Exception: Sensitive positions or disciplinary forces
• If applying for positions like police, customs, or other security-related roles, a more thorough background check (including family) may be conducted.
• Even then, the key concern is whether the family situation could pose a security risk, such as susceptibility to pressure or blackmail — not mere association.
3. No “guilt by family” policy
• There is no law in Hong Kong that says a person cannot apply for government jobs just because their parents committed a crime
